Belize's proposed Investor Residence Program
Oct 14, 2026 · Buy Belize Real Estate
Belize is not selling passports. The government has proposed an Investor Residence Permit for foreigners who invest at least $500,000 in a new commercial business and spend a year in the country over several years.

Belize does not operate a Citizenship by Investment program. Its former Economic Citizenship Investment Programme was abolished more than two decades ago, and later laws have reinforced that ban. The government is instead advancing a residency-by-investment pathway meant to attract productive foreign capital while keeping the immigration system intact.
In October 2026, Minister of Immigration, Governance and Labour Hon. Kareem Musa introduced the Immigration Amendment Bill 2026 and the related Belizean Nationality Amendment Bill 2026 in the House of Representatives. Those bills would create a formal Investor Residence Permit, building on Belize's existing temporary residence framework for investors.
What the Minister told the House
Addressing the House, Minister Musa framed the initiative as a practical response to global competition:
"Belize is competing in an increasingly global market for capital, talent, innovation, and entrepreneurship. A well-structured residency by investment program would give Belize another tool to attract qualified investors who can establish businesses, support development, create employment, and contribute meaningfully to our economy."
He noted that similar programs in countries such as Panama, Grenada, and St. Kitts and Nevis, and incidentally the United States, have generated hundreds of millions of dollars in new investment in recent years. Belize's version, he stressed, is deliberately more conservative.
What the proposal requires
The Minister and official sources have outlined these conditions. They are not final regulations.
- Minimum investment. At least $500,000 in a new commercial business in Belize. The focus is productive ventures that create jobs and economic activity, not passive donations.
- Physical presence. Investors would accumulate one full year, about 12 months, of presence in Belize over two and a half to three and a half years. That replaces the traditional permanent-residency rule requiring nearly continuous presence, around 351 days in a single year with only 14 days of absence allowed.
- Family. Eligible family members may apply with the principal investor.
- Documentation. Proof of the investment, police records, and supporting business information.
- Accountability. Permits can be revoked if an applicant provides false information or later fails to meet the conditions.
Minister Musa described the practical problem with the old continuous-presence rule for people who still run businesses abroad:
"Presently under our laws to become a permanent resident you have to be in Belize for 351 days out of the 365. That is extremely cumbersome. What we are doing is you have to first invest $500,000 into a new business in Belize and over the course of two and a half to three and a half years you have to have been present in the country for a cumulative period of one year."
Permanent residency and citizenship
Under the proposed framework, investor-residence holders would become eligible for permanent residency after meeting the investment and cumulative-presence requirements. Once permanent residency is granted, the standard five-year clock toward citizenship by registration begins. Dual citizenship is permitted under Belizean law.
The Immigration Department summarizes the program simply: applicants must make a minimum investment of $500,000 and spend a total of 12 months in Belize over a three-year period. Safeguards are built in to protect the integrity of the system.
Where the bills stand
Cabinet approved the concept in December 2025. The enabling bills were introduced on 2 October 2026 and remain under parliamentary consideration. Detailed regulations on qualifying investments, application procedures, fees, and compliance are expected once the legislation is enacted. This note is current as of mid-October 2026.
What exists until then
Until the new program is fully operational, investors can still use Belize's current temporary residence category for people who invest approximately BZ$500,000 (around US$250,000) in local businesses or assets. The Qualified Retired Persons (QRP) program remains available for those who meet its age and income thresholds.
This is not a passport for sale
Belize is proposing a structured residency route for investors who will put capital into new commercial ventures and spend real time in the country. Minister Kareem Musa has described it as a balanced tool: open to investment that delivers jobs and activity, with standards that can take a permit away if the conditions are not met.
Prospective applicants should follow updates on the Immigration Department site and consult qualified Belizean legal counsel before making any commitment. Requirements and process can change as the bills move through the National Assembly.
Buying property is a separate step from this permit. Foreigners can already own land in their own name. The practical path — title search, a Belize attorney, and when money should move — is in how to buy property in Belize. Current homes, land, and islands are on the MLS map.
